A type of governmental unit that is the primary legal division of every state except Alaska and Louisiana. A number of geographic entities are not legally designated as a county, but are recognized by the U.S. Census Bureau as equivalent to a county for data presentation purposes. These include the boroughs, city and boroughs, municipality, and census areas in Alaska; parishes in Louisiana; and cities that are independent of any county (independent cities) in Maryland, Missouri, Nevada, and Virginia. Because they contain no primary legal divisions, the Census Bureau treats the District of Columbia as equivalent to a county (as well as equivalent to a state) for data presentation purposes.

The following steps were performed by ESRI for Data & Maps 2002: Updated geospatial data to match Data & Maps 2002 U.S. Counties. Replaced demographic and agricultural attributes with the latest from Census SF1, ESRI Data, and Census of Agriculture. Recreated ArcView GIS legend file (.avl) and ArcGIS® layer file (.lyr). Copied projection file (.prj).
The following steps were performed by ESRI: Extracted and generalized the features from ArcUSA 1:25M. Added demographic attributes from Summary Tape File-1A (STF-1A) data published by the U.S. Census Bureau based on the 1990 Census of Population. Added farm attributes from data published by the U.S. Census Bureau based on the 1987 Census of Agriculture. Added Pop2000 attribute from ESRI. Converted to North American Datum of 1983 (NAD83) by splitting the United States into–if present: Alaska, Hawaii, Puerto Rico, U.S. Virgin Islands–and the 48 contiguous states (including District of Columbia); converting each to NAD83; then merging them together. Recalculated any attributes based on area. Added Kalawao county of Hawaii. Created ArcGIS® layer file (.lyr). Created projection file (.prj). Ran ArcView GIS Avenue™ request ExportClean, and created spatial indices. Converted the data set to SDC.

The geospatial part of this data set was extracted from the ArcUSA 1:25M database, and then generalized. Generalizing reduces positional accuracy and the tolerance was not recorded so the positional accuracy exceeds that of the ArcUSA data set. The positional accuracy of the ArcUSA 1:25M data set is 1792 meters which is based on generalizing–to a tolerance of 500 meters–the 1:2,000,000-scale USGS Digital Line Graph (DLG) source data.
The shapefile is converted to SDC (Smart Data Compression) format using either tools in ArcGIS or ESRI SDC Data Development Kit Professional 2 (DDKP2). The SDC data set is then imported into a file geodatabase to verify and validate the geometry.
After processing, the data set is checked for drawing display and number of records and file sizes compared with source materials.
